The first time I see most Elmhurst runners for heel pain, they ask me this!  They do the right thing....back off their running mileage, sometimes even stop completely.  Yet when they return to running their heel pain comes back.  This is because rest alone doesn't solve the problem.  This is an overuse injury and as soon as you start "over using" it again, you fall into the same poor mechanics that led to the pain and inflammation to begin with.
